Onslow County Animal Services and No Searches Mentioned in BOC Meetings

WHO is the new Onslow County Animal Control Director?  Alan Davis.  AND?????
In my investigation, I discovered no mention of him in the Onslow County Board of Commissioners meeting minutes from January through September 2011.  No mention was made about animal control in 2011 until February 21,  2011.   People expressed concern over changes being made to the Animal Control and Services and herein lies the beginning of changes.  All good. I stress, all good, so far, but no mention of Alan Davis.   Officially, no Animal Services Director could be nominated until after this meeting since the changes in the animal control division were not approved until this February 21, 2011 meeting.  http://onslow.granicus.com/DocumentViewer.php?file=onslow_f3a0542221c5eaf2d7e7fb44c34a814f.pdf      

The next step was made on March 07, 2011 with approval of the creation of the Onslow county Animal Services Advisory Board.

The third official step was entered into with the creation of a Dangerous Dog Appeals Board on April 04, 2011.   http://onslow.granicus.com/DocumentViewer.php?file=onslow_1b1e2f94a0fd0a603b6b195df9bf7787.pdf     Now this board will review dangerous dog determinations which will be made by the Animal Services Director.  And still, no information about the search for this person and how it was going.   Members were named to the board.   All were appointed by the Onslow County Board of Commissioners and were assigned for a 3- year, staggered, term.  Their names are as follows:  
1.     Michael Gallagher 
2.     Lisa Meredith  
3.     Larry Johnson 
4.     Claudine M. Sisson 
5.     Mary R. Thomas 
Now, I wonder where this was “advertised” on cable tv and on the internet? 

In the May 02, 2011 meeting, the Onslow County Board of Commissioners  discussed the “VOLUNTEER”  Animal Cruelty Investigator.
http://onslow.granicus.com/DocumentViewer.php?file=onslow_75489ea5f3bd396fd98cc13ea445a26f.pdf      A volunteer could spell trouble, but it’s not a paying position, and something Onslow County can afford.  This individual will investigate allegations of animal cruelty and coordinate with the Animal Services Department.  It appears there was only ONE (1) applicant being considered for this position:  Thomas Michael LaBuda.   Now, his credentials are impressive, and he works for the Jones County Sheriff’s Department as its Evidence Specialist.  He has had extensive law enforcement training and has graduated from college.  Seems like a good person to choose, BUT    
1     Were there any other applicants? 
2.     How did they decide on this man if there were others who applied for this position? 

The next meeting on May 16, 2011, dealt with Rabies Vaccinations and the need for it to be more effectively administered in Onslow County.   We used to have a vet, Dr. Robert Glass,  who, once a year, would give up a week of his time going to various centralized locations throughout Onslow County and offer low cost rabies vaccinations.  Kennel owners appreciate it.  Hunters appreciated it.  Regular everyday people appreciated it.  Dr. Glass died and no vet would volunteer to do what he had done.  Now, with this meeting, it shows that last August 11 staff members of the Animal Services Department participated in a Certified Rabies Vaccinator Educational training, and these individuals can give rabies vaccinations!  Yippee!   HOWEVER, these vaccines may only be given as a location designated by the Onslow County Health Director, and he determined the location would be at the Animal Services Department.   Well, it’s NOT centrally located , especially for those who live in the Swansboro and Belgrade and Maysville areas, but it is low costs and doesn’t come with a plethora of Animal Rights talk which has been allegedly given to hunters and kennels by another source.

Also, within this meeting was the appointment of seven (7) members to the Onslow County Animal Services Advisory Committee.

3.     Regina V. Carbonari                                Citizen At-Large

Question:   Where is Dotty’s permanent residence since she has a house at the beach and one in Pennsylvania?   Should not someone on a board such as this live full-time in Onslow County?  Now, I wonder about the other members of this committee, with the exception of Dr. Sheegog.  He’s lived in Onslow County for years.  In fact, he was one of the first vets to compete for business with Dr. Glass.  Oh, was this advertised on "cable tv" and the internet too?  
                
 To date, the last mention of the Onslow County Animal Control Division was on June 06, 2011.  This was for approval for an Animal Cruelty Investigator badge.

So, in reading all the agendas and minutes for the 2011 year, thus far, there has been no mention of a search for a director of the newly developed Animal Control Division.  Since that department was not created until February 2011, how could no mention not be made, somewhere,  of a search for an appropriate director?  Now, I did not read the minutes after from September 19, 2011 forward.  Why?  Two reasons:   1.  The minutes weren’t available at the time of this blog entry, and 2. Alan Davis began his job on September 26, 2011.   The bottom line is that there was NO mention of a search for an Animal Services Director, and there is NO mention of Alan Davis.   What is going on in Onslow County?  Should we be concerned?
